Ok someone is going to have to take The Still spell feat, buy some metamagic rods or a dip in the Runesmith prestigue class, Because if custom crafted 0% spell failure fullplate is off the table due to uniform regs the only other solutions are to get creative or suck at your job.

If he had been a dwarf, he could have worn mithral half plate. That's the same as wearing light armor.

Medium armor anyway (since halfplate weighs the same as fullplate) but its still a breach of uniform regs.
