Funny, I would have thought hiring orcs for manual labor would be the equivalent of hiring illegal immigrant labor.

Nobody admits to doing it, but you can pay them a fifth what you pay human or elf workers, so everybody uses them, and just doesn't tell anyone.

Who will they complain to, the guards? The guards will probably arrest them for extortion, or theft, or whatever.

normally yes but then you get some uppity "deport the greenskins" politician who rides the popular resentment of them among the lower classes for personal gain.

Hmm... there's an idea for a city setting. A city that's very open and welcoming of other races, temporarily. Oh, there are orc refugees begging to enter the city? Let them in! They can work for a tenth the pay of a human! What? They're starting to want more? Damn dirty greenskins! Throw them all out!

Oh, no! A collapse in the mines! There are dwarf refugees begging to get in! Let them in! They dig and build faster than humans, they can expand the city easily! What? They want to be made citizens now that they doubled the size of the city? That's absurd! Throw the hairy little rats out!

Yep, the city's got this thing going, where they take in refugees, take advantage of their skills and abilities, and kick them out when they dare to ask for reasonable compensation.

I am picturing the party arriving to a combined siege of orcs, trolls, goblins, drow, and dwarves.

Oooooh yes, the party will be sooooo pissed when they learn they were helping the assholes. Especially when the city declares a 200% tax for noncitizens, moments after the siege is broken.

The rage will be palpable. Then, all I have to do is let them buy maps of the city(2 gold for a city map!), and let them plan some way to really wreck the place.

I used the Rat King from Tales of the Questor as their first dungeon, so after 3 sessions of chopping up swarms I think they're ready for some politics.

The important thing is making sure you tweak it enough that they don't recognize the source. Blend it with another concept, and nobody will realize it. Seriously, my groups seem to think I'm wildly creative , but a lot of it is borrowed and altered from movies, games, books, etc.
