I wonder if my lack of experience with Pathfinder and experience with other systems *coughGURPScough* where there are a lot of alternate or optional rules means I missing the point. XD

Other than how you generally want to establish this all ahead of time, seems like their GM makes a solid point. Unless the GM's themselves made some sort of agreement that it was going to be included in this shared setting, and BS's totally bluffing. XP

Well, in this world, it doesn't seem like players pick GMs or have any kind of discussions with them. It seems more like they are assigned. Thus, he's just assuming that an optional thing that many people use was available, when it wasn't.
In this game universe, the GMs have more power because they're more like arbitrators of the rules of the universe. Sure, it's kinda a pain if they aren't open to discussion, but they don't *have* to do anything. They don't even have to make their players happy, and I'm not sure if they should even try to do so.
In real games, a GM is perfectly allowed to change the 'regular' rules to fit the campaign, and there should never be complaints about not allowing optional things if they don't want them.
That said, in real campaigns it should also be clear to the players what they are getting into if there are any variations from the normal rules, and optional should be a discussion between players and a GM, even if they always have the option to just say "no".
